Excellent question! If we consider that venom is a toxic product made by an animal and that is toxic when injected into you by a sharp device (e.g. the fangs of a snake or the stinger of a scorpion), I would say that the top 3 most venomous animals ( in relation to their size) are probably:

      – The cone shell (http://www.youtube.com/watch?v=JjHMGSI_h0Q)
      – The Inland taipan (http://www.youtube.com/watch?v=UETfZLsWWAM)
      – The fat tail scorpion (http://en.wikipedia.org/wiki/Fattail_scorpion)

Some other would be very venomous for their size, like the blue ring octopus or the irukandji jellyfish.
But the most venomous animals are not always the ones killing the most people… The Inland Taipan is the most venomous snake in the world, but it has never killed anybody because they are shy and live in places where very few people live. However, the common cobra, which is not as venomous as the taipan, kills thousands of people every year because it lives in cities and close to houses in the countryside.
